Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:
Amentum is currently seeking a qualified candidate to serve as the Lead Training Advisor/Instructor working remotely with frequent travel to Yerevan, Armenia. This position will be responsible for designing, coordinating, and delivering a structured training program that builds the analytical capacity of Armenia State Revenue Committee’s (SRC) officers, enabling them to support the development of a modern Targeting and Risk Management System (TRMS).
JOB DUTIES AND RESPONSIBILITIES:
Training Design and Delivery
- Develop progressive training modules covering basic, intermediate, and advanced analytical competencies.
- Deliver practical training using real or representative Armenian data.
- Build skills in descriptive analytics (Excel/SQL), anomaly detection, and preparation for advanced concepts such as predictive analytics.
- Integrate training with the phased technical modernization underway.
Mentoring and Capacity Building
- Mentor selected analysts, provide feedback on practical exercises, and guide their development curve.
- Help establish long-term habits and analytical workflows for sustainable capacity.
Advisory and Coordination Duties
- Advise EXBS and ICITAP on training requirements, curriculum priorities, and progress.
- Coordinate closely with EXBS and ICITAP POCs on timelines, scheduling, and program expectations.
- Assist SRC leadership in defining job roles, responsibilities, and advancement pathways for the new analysts.

REQUIRED SKILLS AND QUALIFICATIONS:
- Have experience with and knowledge of preventing the growth of Transnational Criminal Organizations (TCOs).
- Familiar with US Federal Acquisition Regulations (FAR) and federal contracting processes and procedures.
- Proven experience in Customs risk management, targeting, or analytical training.
- Demonstrated background in developing and delivering structured learning programs.
- Understanding of TRMS principles, analytical workflows, and data-driven decision-making.
- Familiar with customs, border-management, or law-enforcement information systems is highly desirable.
- Ability to translate complex technical requirements into practical, maintainable solutions.
- Experience working with international partners or donor-funded projects preferred.
- Experience working and engaging with external partners on foreign assistance programs related to border security foreign assistance programs preferred but not required.
- Strong communication and mentoring skills.
- Written or verbal skills in Armenian or Russian languages preferred but not required.
- Clearable: Must be able to obtain and maintain a PTW US Government Clearance. Note: US Citizenship is required to obtain a PTW Clearance.
