IA&R aim to provide world leading consultancy services across highly regulated industries.
Organised to be independent and free from conflict of interest, Independent Assurance and Regulation (IA&R) provide a range of trusted, evidence-based, support services to ensure that systems, technologies, and processes are safe, effective, compliant, and future-ready, across 3 main areas:
Independent Assurance - We provide risk based, proportionate, independent oversight and assurance of whether a project, process, system or product meets defined standards, requirements, or expectations.
Research & Technology - We identify, define and execute programmes of Research and Technology to support the continued safe operation of some of the world’s most complex engineering challenges, including the UK Naval Nuclear Propulsion Programme.
Independent Regulator Support - A ring-fenced and independent organisation that supports regulators over the entire range of nuclear safety regulatory activities including: development of policy and guidance, safety case assessment, inspection of operator’s safety management arrangements, regulatory training and operational development.

The Bid Lead is responsible for leading and managing the end-to-end bid process across IA&R, ensuring opportunities are effectively qualified, prioritised, and converted into successful outcomes. Reporting to the Head of Growth, the role drives a structured, high-quality, and competitive approach to bidding, including the proactive identification of opportunities within existing contracts, enabling sustainable growth aligned to strategic priorities.
Key Responsibilities
Opportunity Identification & Prioritisation
Support the qualification and prioritisation of opportunities in line with growth strategy
Proactively mine existing contracts to identify expansion opportunities and extensions
Assess opportunities for strategic fit, value, risk, and likelihood of success
Bid Management & Delivery
Lead and coordinate the end-to-end bid process from opportunity through to submission
Develop and manage bid plans, timelines, and inputs across stakeholders
Ensure timely, compliant, and high-quality bid submissions
Bid Writing & Content Development
Develop clear, compelling, and high-quality written proposals
Tailor responses to client requirements and evaluation criteria
Maintain and continuously improve bid content libraries and reusable materials
Ensure consistency, clarity, and alignment of messaging across all submissions
Stakeholder Coordination & Contract Engagement
Work closely with delivery teams to identify and develop opportunities within existing contracts
Coordinate subject matter experts, technical teams, and leadership input into bids
Ensure alignment between bid strategy, delivery capability, and resource availability
Continuous Improvement & Insight
Capture lessons learned from bids and contract growth activity (wins and losses)
Monitor bid performance, pipeline health, and conversion rates
Identify improvements to bid processes, tools, and approaches
Governance & Compliance
Ensure all bids comply with internal governance, quality, and commercial requirements
Support auditability and documentation of bid decisions and processes
Ensure adherence to approval processes and decision-making frameworks
Here’s What You’ll Need
Masters degree in relevant business subject (or equivalent)
Membership of a professional institution is desirable
Bid Management & Leadership - Ability to lead and manage complex bids from opportunity through to submission, ensuring structure, quality, and delivery.
Proposal Writing & Communication - Strong capability in developing clear, compelling, and client-focused written proposals.
Commercial & Contract Awareness - Understanding of commercial models, pricing considerations, and opportunities within both new and existing contracts.
Planning & Prioritisation - Ability to manage multiple bids, timelines, and competing priorities effectively.
Stakeholder Management & Collaboration - Ability to coordinate and influence cross-functional teams across Growth, Technical, and Operations.
Data & Performance Insight - Ability to track performance, analyse outcomes, and use insight to improve bid success.
Governance & Quality Focus - Strong understanding of governance, compliance, and quality standards within bid processes.
