Oracle is seeking an IC5 Senior Cost Project Controls Lead to serve as a senior individual contributor and subject matter expert for cost project controls across large-scale Mission Critical Data Center construction programs. This role will help shape the team’s strategy, operating model, processes, procedures, templates, tools, and reporting standards needed to scale cost controls globally.
The ideal candidate brings senior-level expertise in cost project controls, forecasting, change management, contingency management, commercial analysis, executive reporting, and advanced Excel-based cost modeling. This person must be highly self directed, comfortable operating in a fast-paced and ambiguous environment, and able to influence cross-functional teams without direct authority.
Key Responsibilities
• Develop and refine global cost controls strategy, standards, processes, procedures, templates, and reporting cadences across projects and regions.
• Create standardized templates for budgets, forecasts, commitment tracking, contingency management, change control, funding requests, bid comparisons, and executive summaries.
• Establish governance for WBS/CBS structures, cost codes, control accounts, budgets, forecasts, commitments, contingency logs, change logs, and monthly cost reporting.
• Lead or support project budgets, cost plans, cash flows, forecasts, funding views, cost-to-complete assessments, and executive cost reports.
• Drive disciplined monthly cost reporting, ensuring variances, risks, opportunities, commitments, contingency usage, and forecast changes are clearly documented.
• Build and refine advanced Excel-based and AI based tools models, trackers, templates, and reporting workbooks to improve consistency, accuracy, auditability, and scalability.
• Support robust change control processes, including review of scope changes, cost impacts, entitlement, pricing, supporting documentation, and negotiation strategy.
• Review contractor and subcontractor pricing, reconcile estimate changes, validate cost submissions, and provide written commercial recommendations.
• Manage or support contingency and allowance tracking, including drawdowns, releases, risk alignment, documentation, and leadership visibility.
• Partner with Design & Construction, Procurement, Finance, Scheduling, Project Controls, Delivery, Engineering, Legal, and regional teams to align cost controls with project execution and commercial strategy.
• Translate complex cost and commercial information into clear narratives, risks, decisions, and recommendations for senior leaders and non-cost audiences.
• Support onboarding, training, and knowledge-sharing for teams using global cost controls processes, procedures, and templates.

Required Qualifications
• Bachelor’s degree in Construction Management, Engineering, Quantity Surveying, Finance, Business, or a related field, or equivalent practical experience.
• 12+ years of experience in a senior Project Controls role, with deep specialization in cost controls, cost management, forecasting, change management, commercial controls, and reporting for large capital construction projects.
• Senior-level expertise in construction cost controls, including budgeting, forecasting, commitments, change management, contingency management, cost reporting, estimate validation, and cost-to-complete analysis.
• Demonstrated ability to write processes and procedures, refine templates, and create repeatable project controls standards that scale across multiple projects, regions, or teams.
• Experience preparing executive-level cost reports, variance narratives, funding presentations, commercial summaries, and decision-support materials.
• Advanced Excel skills, including the ability to build scalable, executive-ready, audit friendly models, trackers, templates, and reporting workbooks.
• Strong understanding of construction delivery, procurement routes, contract structures, value engineering, cost drivers, productivity, sequencing, and project lifecycle cost management.
• Strong communication and influencing skills, with the ability to work effectively across Construction, Finance, Procurement, Scheduling, Project Controls, Engineering, and leadership teams.
• Proven ability to work independently, prioritize effectively, and drive outcomes in a fast-paced environment with limited supervision.
Preferred Qualifications
• Experience supporting hyperscale data centers, gigascale construction, semiconductor fabs, energy, infrastructure, industrial, or other large complex capital programs. • Experience working in a global or multi-region construction delivery environment.
• Experience with project controls and cost systems such as Oracle Unifier, EcoSys, Primavera P6, MS Project, SAP, Oracle ERP, or similar platforms.
• Experience with AI Platforms and tools
• Knowledge of earned value, production-based forecasting, unit-rate benchmarking, escalation tracking, market intelligence, and cost trend analysis.
• Construction consultancy, owner’s representative, or client-side cost management experience.
• Professional certifications such as AACE CCP, MRICS, PMP, RICS accreditation, or equivalent.
