Job Summary:
The Systems Analyst II is responsible for collaborating with internal and
external customers to elicit their business requirements and develop workable solutions.
Essential Functions:
- Understand the business requirements from Business Case documentation, State/Federal agency documentation.
- Participate in Business Analysis meetings to understand the business case/project requirement to incorporate into the solution.
- Create User Stories in ADO with a clear definition of the current and future states and the solution description and Acceptance Criteria.
- Document the current state of the system and various subsystems with utmost detail and notes. Keep it updated with each enhancement as time progresses.
- Recognize inconsistencies and gaps in a complex business process and track them to incorporate in future work.
- Perform root cause analysis of system behavior either solely or by collaborating with the development team.
- Create and maintain blueprint documents of system enhancements for typical end of the year/open enrollment scenarios.
- Create and maintain the process flow diagrams for various systems at the detailed level, so they can be used as guides by Developers and TEs when developing solutions.
- Serve as a liaison between technical teams and users, stakeholders.
- Track project timelines to understand the delivery timings, often working closely with the Product Owner on how they are prioritizing.
- Participate and represent the team in cross-team meetings for project meetings to understand the overall picture and incorporate into the team’s work.
- Understand the upstream and downstream impact of team’s work so to assess the full picture of the work.
- Perform any other job duties as requested.
Education and Experience:
- Bachelor’s degree in Computer Science, Information Systems, Business Administration or related field or equivalent years of relevant work experience is required.
- Two (2) years of experience in requirements management is required.
- Two (2) years of experience working in Facets, CCA, SAP, CRMs or other similar enterprise systems is required.
- Familiarity with the healthcare environment (Medicaid/Medicare/Marketplace) is preferred.
- Experience designing interfaces and/or mocking up user interfaces to support and display the information in multiple UI disciplines (Web, Mobile, Client Server, etc.) is preferred.
Competencies, Knowledge and Skills:
- Understanding of the EDI (834 and other formats).
- Experience with Facets.
- Visio experience to create process flows and flowcharts and system diagrams.
- Proficiency with SQL is expected, ability to read SQL code and understand data integrity.
- Familiarity with Tidal job scheduler is desired.
- Understanding of the Cloud technologies and the framework is desired.
- Ability to use and understand AI generative tools.
- Proficient in all areas of requirements elicitation (facilitation, process modeling, requirements documentation)
- Experience in creating and writing technical specifications within an agile framework: Epic, Feature, Story, and Task; understands key components of good story writing to enable adaptation of standard industry formats and approaches for effective use.
- Understanding of project lifecycles coupled with the software development lifecycle, including processes, techniques, continuous delivery, tools agile, test driven development, and waterfall.

Compensation Range:
$69,400.00 - $111,000.00
