The Global Program Controls organization provides governance, reporting, controls processes, cost management support, and portfolio visibility to help Oracle Cloud Infrastructure deliver global data center programs with greater consistency, transparency, and execution discipline.
Oracle is seeking a Senior Director of Estimating to build and lead an owner-side cost-intelligence function for data-center tenant fit-out and technology infrastructure.
This is not a contractor bidding or business-development role. The Senior Director will establish independent, should-cost estimates and market benchmarks that allow us to assess, challenge, and negotiate pricing submitted by co-location providers and low-voltage contractors. The role will also partner closely with Engineering to ensure our design standards deliver the required performance without creating unnecessary cost.
The right candidate combines deep experience in low-voltage and technology-infrastructureestimating with strong commercial judgment, data-center awareness, and a practical vision for automating estimating through AI.
What You’ll Do

Build an owner-side estimating capability that establishes independent should-cost estimates for our recurring data-center tenant fit-out build types.

Develop benchmark pricing, unit-cost libraries, labor assumptions, productivity factors, and market intelligence for low-voltage, technology-infrastructure, power, and pathway scopes.

Review co-location provider fit-out proposals and low-voltage contractor pricing; identify gaps, unsupported allowances, scope overlap, risk premiums, and opportunities to negotiate.

Provide leadership with clear, defensible cost positions before and during commercial negotiations.

Create repeatable, bid-ready assumptions and scope packages for each build type, allowing co-location providers to price against a common baseline.

Establish an assumption-management process so that, as designs mature, the team can clearly identify what has changed and whether pricing should increase or decrease.

Turn incomplete provider proposals into transparent comparisons by documenting the assumptions, inclusions, exclusions, quantities, and basis of estimate required for a reliable decision.

Partner with Engineering and design teams to review design standards and challenge requirements that add cost without being necessary for data-center functionality, reliability, capacity, or operational needs.

Help define cost-aware design standards, alternates, and decision frameworks that balance performance, speed, scalability, and capital efficiency.

Interface with co-location providers, general contractors, low-voltage contractors, engineers, and internal stakeholders to resolve scope and pricing ambiguity early.

Develop consistent reporting for estimate variance, cost drivers, market trends, negotiation outcomes, and lessons learned across projects.

Lead the implementation of AI and automation in estimating, including rapid concept estimates, scope extraction, proposal analysis, benchmark comparisons, assumption tracking, and historical-cost intelligence.
Technical Scope
The Senior Director will have working knowledge across the technology and supporting-infrastructure package required for data-center tenant fit-outs, including:

Structured cabling, fiber, network infrastructure, and interconnection requirements

Technology rooms, IDFs/MDFs, racks, cabinets, containment, grounding/bonding, and equipment support

AV, security, access control, CCTV, wireless, DAS, and related technology systems, where applicable

Cable tray, ladder rack, conduit, sleeves, J-hooks, pathways, firestopping, backboards, and physical infrastructure
-
Electrical power serving technology environments, including dedicated circuits, branch power, receptacles, whips, UPS support, and coordination with electrical-trade partners

Testing, commissioning, turnover documentation, and other delivery requirements that affect cost and schedule

Significant experience estimating low-voltage, technology-infrastructure, and supporting power/pathway scopes.
Strong experience in commercial tenant improvement, interior fit-out, data-center fit-out, mission-critical, or similarly complex environments.
Experience developing budgets, independent estimates, benchmarks, or owner-side cost models—not solely contractor bid estimates.
The ability to translate incomplete design or proposal information into a credible, transparent basis of estimate.
Strong understanding of how design decisions, standards, phasing, schedule, procurement, labor availability, and scope definition affect cost.
Experience working effectively with engineers, designers, contractors, and senior business stakeholders.
Strong analytical judgment and the confidence to challenge pricing, assumptions, and design requirements constructively.
A demonstrated interest in AI, automation, and scalable estimating processes, with the ability to convert ideas into practical workflows.
Excellent written and verbal communication skills, including the ability to present complex cost issues simply and credibly.
Preferred Qualifications
Data-center, co-location, hyperscale, mission-critical, or critical-infrastructure experience.
Experience with owner’s-representative, developer, enterprise-owner, or procurement-side estimating.
Experience building a cost database, benchmark model, standardized scope package, or design-to-cost program.
Familiarity with low-voltage and technology standards, Division 27/28 systems, and their coordination with power and pathways.
Experience implementing estimating platforms, data tools, automation, or AI-enabled workflows.
