Overview
OCI Data Center Strategy is seeking an IC5 Program Manager to lead regional energy policy, regulatory strategy, and external engagement in support of strategic data center growth. This senior individual contributor will serve as OCI’s primary energy-policy and stakeholder-engagement lead in priority data center development regions, shaping how the organization navigates grid, regulatory, and energy-market issues.
This role is designed for someone located in or near a key development region, enabling consistent, in-person engagement with the stakeholders most relevant to OCI’s data center strategy.

It offers broad ownership to develop regional engagement strategies, represent OCI externally, and influence decisions that affect market entry, project timing, grid access, and long-range infrastructure planning.
Qualifications
- 8+ years of experience in energy policy, regulatory affairs, public policy, utility or grid strategy, energy economics, resource planning, or a closely related field.
- Demonstrated experience leading external engagement with utilities, RTOs/ISOs, grid operators, state agencies, regulatory bodies, trade associations, or other energy-sector stakeholders.
- Experience developing and executing regional policy, regulatory, or stakeholder-engagement strategies that influence business outcomes.
- Strong knowledge of energy markets, grid planning and operating rules, utility regulation, resource planning, large-load interconnection, or related energy infrastructure topics.
- Proven ability to assess complex external developments and translate them into clear strategic recommendations for senior business leaders.
- Strong executive presence, communication skills, and ability to represent the organization credibly in high-stakes external settings.
- Ability to build consensus and influence across internal and external organizations without direct authority.
- Ability to travel periodically for regional external engagement, industry conferences, grid operator and trade association working groups, and internal meetings. Travel will be primarily focused on in-region stakeholder engagement.

- Develop and lead regional energy regulatory, policy, and stakeholder-engagement strategies for priority data center markets.
- Serve as a primary external representative for OCI with utilities, state agencies, grid operators, RTOs/ISOs, trade associations, and other regional stakeholders.
- Establish and maintain senior, productive relationships with external stakeholders that advance OCI’s strategic data center objectives.
- Represent OCI in regional and industry forums, trade association calls, grid operator working groups, regulatory proceedings, conferences, and stakeholder discussions.
- Proactively monitor and interpret rulemakings, policy developments, resource-planning activity, grid operating rules, and large-load integration processes.
- Translate external developments into clear strategic guidance for internal stakeholders, including timing, business impact, risks, opportunities, and recommended actions.
- Develop regional intelligence and engagement plans that inform market selection, site development, energy procurement, grid-access strategy, and long-range planning.
- Influence external policy and regulatory outcomes through direct engagement, coalition building, comments, working groups, and industry partnerships.
- Partner closely with Data Center Strategy, energy, real estate, construction, legal, government affairs, and other internal teams to align regional external engagement with business priorities.
- Provide leadership, subject-matter guidance, and strategic direction to internal teams on regional energy and regulatory issues.
