CH2M HILL BWXT West Valley, LLC (CHBWV) is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1 – Facility Disposition Project at the West Valley Demonstration Project. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, CHBWV continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION
The Work Control Planning Manager will oversee the Work Control Program including assessments and improvements to program policies and procedures, the site’s Computerized Maintenance Management System (CMMS), and will implement the integrated Safety Management System (ISMS) core functions and guiding principles for planning all work performed on site by CHBWV and associated contractors.
REQUIREMENTS/SPECIFICATIONS
Education/Experience:
- BA/BS in Engineering, Project Management, or applicable related field or an equivalent combination of education and related experience
- Minimum of ten (10) years of related experience with progressing responsibility
- Minimum of three (3) years of management experience
- Experience in a radiological and construction hazard remediation environment preferred
Other Requirements:
- Extensive in planning and execution of field activities and fluent in ability to work with customers, subcontractors, and craft personnel
- Excellent technical writing skills and a background in work planning and work document development
- Excellent leadership, written and verbal communication, and interpersonal skills
- Excellent organizational skills
- Strong computer skills and proficient in Microsoft Office/Word
- Excellent analytical skills
MAJOR RESPONSIBILITIES/SCOPE OF WORK
- Maintain a safe and healthful work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
- Implement and adhere to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
- Manage and maintain the CHBWV Work Control Program, including conducting assessments and making improvements to program policies and procedures
- Manage workload of staff and provide continuous training to Work Control Planners and Sub Technical Reps (STR’s).
- Review and approval all site work documents, including those for subcontractor work, ensure compliance with work control procedure requirements, and ensure proper implementation of the tenets of Integrated Safety Management (ISM).
- Provide approval for the performance of Routine Work not currently on the approved list.
- Assist site personnel in determining the proper work document type to use for specific work.
- Instill a strong, world-class safety ethic within the workforce by conducting all activities with the utmost attention to personnel safety, operations, safety, and environmental excellence.
- Adhere to radiological, quality assurance, and applicable CHBWV documents and procedures.
- Ensure safe work practices by implementing the Conduct of Operations Practices into the site operations culture and in compliance with the company ALARA program.
- Maintain professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
- Lead difficult and complex projects, take corrective action, monitor work, manage conflict, and coordinate the activities of group personnel.
- Anticipate, identify, and resolve a wide variety of complex issues and provide documented solutions.
- Promote open and informal communication, develop mutual trust and teamwork, and facilitate employee development.
- Direct the work of others, develop and implement special projects and resources, write procedures and guidelines, and mentor others.
- Establish project goals, policies, and performance standards and manage workload distribution and execution of work.
- Communicate effectively with and gain consensus from all levels of site personnel including upper management.
- Establish priorities, project goals, work schedules, control costs, and policies and procedures to meet deadlines.
- Interpret, follow, and apply a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks in a comprehensive approach.
- Plan, develop, and implement strategic short-and long-term programs essential to the mission.
- Ensure smooth coordination of scheduling and maximization of schedule adherence.
- Interface with appropriate departments and ensure management is informed fully and promptly of all unusual matters of significance.
