CH2M HILL BWXT West Valley, LLC (CHBWV) is the prime contractor selected by the U.S. Department of Energy to manage the Phase 1 – Facility Disposition Project at the West Valley Demonstration Project. The site is a scenic 30-minute drive south of Buffalo, New York. In cooperation with the New York State Energy Research and Development Authority, CHBWV continues to decontaminate and decommission facilities at this site.

JOB SUMMARY/PURPOSE OF POSITION
The Employee Concerns Program Manager will oversee and manage the Employee Concerns Program (ECP) for the company in compliance with applicable policies, procedures, and DOE Orders and Directives. The role ensures company and subcontract employees with an independent and objective avenue for raising concerns related to safety, ethics, compliance, waste, fraud, or any other work-related issues which fall outside existing systems and supports a safety culture where concerns can be promptly identified and resolved without fear of retaliation or reprisal.
REQUIREMENTS/SPECIFICATIONS

- BA/BS in Human Resources, Business Administration, Engineering, or Management or an equivalent combination of education and experience directly related to occupation
- Minimum of ten (10) years related progressive experience
- Experience in case management, conflict resolution, compliance, ethics, audit, or risk management

- Mediation, alternate dispute resolution, or DOE Investigator Training preferred
- Excellent interpersonal, communication, and problem-solving skills
- Ability to handle sensitive and confidential information with discretion
- Strong computer skills and proficiency in Microsoft Office
- Strong knowledge of employment laws and regulations
- Excellent verbal and written communication skills
- Strong knowledge of legal and regulatory requirements

- Preferred Qualifications:
- Mediation, alternate dispute resolution, or Department of Energy (DOE) Investigator Training
- Previous Employee Concerns Program Management experience.
MAJOR RESPONSIBILITIES/SCOPE OF WORK
- Maintain a safe and healthy work environment by following established safe work practices and procedures; including following all safety rules, use of proper personal protective equipment (PPE), investigating and reporting identified safety concerns or situations.
- Implement to standards contained in the Company “Code of Conduct,” Company EEO practices, and DOE directives.
- Ensure comprehensive investigations and corrective actions are accomplished in accordance with ECP requirements.
- Conduct and oversee investigations including scheduling disposition and resolution of employees’ concerns in a competent, respectful, and responsive manner.
- Make recommendations for corrective actions to resolve employee concerns and brief senior management on findings.
- Identify trends in employee concerns, make appropriate recommendations based on data discovered during investigations, and brief senior management on findings.
- Ensure all concerns are logged, categorized, and prepare reports of findings and conclusions which are fully supported by accurate information and evidence.
- Promote a safety conscious work environment, which is supportive of an open exchange of ideas and differing opinions.
- Conduct self-assessments to measure effectiveness of the ECP and take necessary actions to improve ECP processes and operations.
- Interface with DOE ECP manager, cooperate with investigations, and maintain appropriate communication lines.
- Develop and implement employee awareness initiatives to ensure employees remain informed and aware of the ECP and how they can access it.
- Develop, review, and implement company compliance policies and procedures.
- Monitor compliance with laws, regulations, and company standards.
- Ensure policies and procedures are updated to reflect changes in regulatory requirements.
- Develop and deliver compliance training programs for employees.
- Assist in the management and investigation of compliance related complaints and concerns.
- Maintain records and documentation of compliance activities and investigations and ensure confidentiality of sensitive information.
- Prepare and maintain accurate and timely reports on the status of compliance activities.
- Promote an ethical culture by supporting various ethics programs and initiatives including the company’s standards of conduct.
- Partner with Director of HR to provide counsel and facilitate prompt and effective resolution of workplace conflict to address issues for employees and managers in a manner consistent with company policies and procedures.
- Ensure all training and qualifications are up to date, attend educational workshops, and participate in professional societies.
- Adhere to high ethical standards and maintain confidentiality.
- Listen actively and manage conflicts impartially.
- Gather data, identify trends, and make informed decisions.
- Guide and motivate others to support the program’s goals.
- Maintain open communication channels with employees and managers by participating in work group meetings, answering questions, and explaining policies and procedures.
- Interpret and follow a wide variety of guidelines, policies, laws, and established practices to accomplish complex tasks.
- Exercise discretion and sound judgment in performing work and recommend improvements to operations and/or processes.
- Identify and resolve a wide variety of complex assignments.
- Use independent judgement to provide solutions to a wide range of complex problems.
- Plan, organize, direct, and manage the ECP and provide program information to senior management and the DOE customer.
- Exchange information, resolve problems and coordinate tasks effectively through written or verbal communication.
- Interface with individuals or groups from inside and outside of the organization.
- Justify, defend, negotiate, or settle matters involving significant or controversial issues in accordance with CHBWV practices.
