SUMMARY OF DUTIES:
This position is for the major capital improvement projects included in the Frederick Douglass Tunnel (FDT) (B&P Tunnel Replacement) Program that will modernize and transform a four-mile section of the Northeast Corridor. It includes two new high-capacity tubes for electrified passenger trains, new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. FDT Package A Tunnels scope includes 2ea approximately 2 mile long tunnels to be constructed via TBM, and other major civil work at the approaches and ventilation shafts. The Senior Project Controls Manager is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for Amtrak’s FDT. Individuals in this role may act as a Master Scheduler and/or Master Risk Manager and develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with Executive Sponsors and Senior Leaders. Senior Project Controls Managers work under minimal supervision of a senior Project leader and lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners. ESSENTIAL FUNCTIONS:
Work with the Program team to maintain a weekly updated project schedule to identify critical path and notify leadership for any delays in the schedule.
· Work with construction team and lead the schedulers to include schedule interfaces between this package A Tunnels and the other package schedules, other types of schedules (utilty, design, permits etc) and Amtrk activities.
· Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor.
Integrate cost and schedule data as well as information for vendors and external entities to facilitate risk, schedule and budget performance reporting.
Manage cost control for Package A Tunnels.
· Lead the Program team through risk, issue, and opportunity management.
· Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the program.
· Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies.
· Develops and maintains Program risk control tools and workflows.
· Supports Executive status review meetings, Governance and Change Control Boards.
· Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools.
· Adheres to Amtrak Enterprise Project Management methodology.
· Perform change management duties as needed.
· Decision rights:
· Responsible for all activities detailed above, while consulting with relevant project controllers (e.g., cost, schedule) and receiving approval from Project Director on any areas impacting project work.

MINIMUM QUALIFICATIONS:
· Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field.
· An equivalent combination of education and experience may be considered.
· Strong project management skills
· Strong focus on collaboration, team building, and customer service
· Effectiveness working diplomatically across teams with varying objectives.
· Strong oral and written communication skills across all levels
· Ability to organize and present project portfolio reports, proposals, and other related portfolio information
· Super-user of SharePoint, MSPS, Power BI/Access and Primavera/oracle PPM tools
· Mastery of project controls tools and work processes.
· Project Controls Principles: Deep understanding of cost management, scheduling, and performance measurement systems (e.g., Earned Value Management).
· Mastery of project controls tools and work processes.
PREFERRED QUALIFICATIONS:
· Graduate Degree
Minimum of seven (9) years of related experience.
· Licensed Professional Engineer.
· Understanding of tunneling or heavy civil project functions, operations, and design and construction processes. Understanding of railroad business functions, operations, and design and construction processes.
· Previous railroad, heavy civil and tunnel projects in the design and/or construction phases.
· Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project.
· PMI-SP, PMI-RMP, CCP or PSP certification
WORK ENVRIORNMENT:
· The project office and site are in Baltimore, MD.
· In person 3-4 days per week, 1-2 days remote.
· Office building environment with occasional project site visits.
· Work in cubicle setting; stand, sit, bend, twist, use file drawers.
· Sit at computer to complete assignments, projects, and majority of tasks.
· Ability to work under pressure.
· Occasional travel as needed.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $135,800-$176,040. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
