What We Are Looking For:
We are looking for a highly motivated, knowledgeable, and versatile individual to join our engineering staff out of our Metairie, LA office. This role will work closely with our Team Leader, Inspector, Technicians, Engineers and clients in Louisiana and across the country. A Program Manager must be a registered professional engineer and successfully complete a FHWA approved comprehensive bridge inspection training course. This is an excellent opportunity to work in a growth-oriented professional consulting group.
What You’ll Do:
- In charge of the program and responsible for establishing policies and procedures that affect the inventory and inspection of all bridges on publicly owned and operated roads in the State of Louisiana in order to meet or exceed the compliance requirements of the 23 CFR 650.301 of the NBIS and the AASHTO MBE
- Lead and develop a team of bridge inspectors and team leaders to manage state bridge inspection programs
- Maintain public safety and confidence, protect public investment, provide bridge inspection program support, maintain accurate bridge records, and fulfill legal responsibilities
- Responsible for certifying that that bridge inspection program participants have the proper credentials and approve their experience justifications
- Audit, QAQC, and perform final review of all Inspection results and findings
- Communicate with clients and subcontractors to schedule and perform work according to NHI inspection and reporting cycle requirements and deadlines for various types of inspections
- Update DOT web-based reporting systems with inspection scheduling, findings, and reporting information
- Apply National Bridge Inspection Standards (NBIS) and Specifications for the National Bridge Inventory (SNBI) inspection techniques to complete bridge inspections while evaluating a variety of structure types
- Provide overall leadership and be available to Team Leaders and Inspectors to provide guidance
- Perform Team Leader and Bridge Inspector roles and responsibilities in their absence
- Perform other duties as assigned
What You Need to Be Successful:
- Strong knowledge of structural inspection and/or design of conventional and complex bridges including cable-stayed, suspension, truss, and movable structures
- Excellent technical writing, organization and communication skills
- Experience with materials and deterioration of concrete and steel
- Experience with hand tools, power tools and their proper application
- Comfortable working at heights (250 feet +) and outdoors in inclement weather

Qualifications:
- 23 CFR 650.309 Qualifications of Personnel
- A Program Manager must, at a minimum:
- Be a registered Professional Engineer,
- Complete an FHWA-approved comprehensive bridge inspection training course as described in the National Highway Institute (NHI) and score 70 percent or greater on an end-of-course assessment
- Complete a cumulative total 18 hours of FHWA-approved bridge inspection refresher training over each 60 month period
- Maintain documentation supporting the satisfaction of all the qualifications mentioned in 23 CFR 650.309
- Satisfy the requirements of these qualifications within 24 months from June 6, 2022, if serving as a program manager who was qualified under prior FHWA regulations in this subpart
- Willing to travel 50% + and conduct field work
- Have experience with complex bridge inspection
- Valid driver’s license with acceptable record to drive company vehicles
- SPRAT L1 Certification or willingness to obtain within 6 months of hire
