Work you'll do The Chief of Party will be responsible for successful performance of the SOERA program. The COP will manage the IDIQ and all the Task Orders, will guide and provide oversight for all the program staff members and lead delivery of the technical results as outlined in the program's State of Work (SOW). The role will be based in Kyiv, Ukraine for at least 75% time. Role includes housing allowance, danger pay, and other international resident allowances as prescribed for U.S. government contractors posted to Kyiv, Ukraine.

- Individual SOE/MOE Support
- Restoration and Reconstruction (R&R)Accountable Public Financial Management

Qualifications Required:
- Proven track record leading international donor supported contracts of similar size, scope, and/or complexity with skills in strategic planning and management
- Demonstrated effectiveness leading and managing teams that can adapt to changing contexts and realities
- At least 12 years of experience in the implementation and management of international donor- (including USAID-) funded energy projects with at least 5 years in a senior-level management position
- Extensive technical expertise in one or more of the following: privatization; corporate governance; anticorruption; policy, legal and regulatory reform; SOE reform and performance improvement
- Demonstrated ability to establish productive relationships with senior government officials, the business community, civil society, and international donors, particularly on politically sensitive and highly visible issues
- Demonstrated strong leadership and human resource management skills to lead a diverse team of local and int'l experts
- Demonstrated knowledge of USAID rules, regulations, and policies
- Reputation for professional excellence including strategic planning and management skills (as evidenced by references and achievements)
- Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representative and senior-level staff
- Bachelor's degree required
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the futureWillingness to be based in Kyiv, Ukraine for at least 75% time
Preferred:
- Knowledge of, and experience with Ukraine and relevant key institutions
- Ukrainian language skills
