Job Summary
KBR is seeking a Lead Specialist, Cost Control to support the USAID Procurement Service Agent (PSA) HIV program. This full-time position, based in Fairfax, Virginia offers a hybrid remote/office work schedule. The Lead Specialist will be responsible for forecasting, controlling, and reporting project costs, providing detailed analysis of variances, trends, and expenditures. This role requires a deep understanding of cost management principles, including labor productivity, material pricing, subcontracting, wage rates, and risk analysis. The position also involves solving complex cost control problems and ensuring projects remain within budgetary and financial guidelines. Strong leadership and communication skills are necessary, as this role may include providing guidance to less experienced team members and coordinating resources across the program.

Roles and Responsibilities
Forecast, control, and report on project costs, ensuring accurate tracking and management of expenditures.
Provide detailed analysis of project variances, including trending, expenditure reports, and completion projections.
Review project costs by category, calculating future costs based on labor productivity, material price increases, subcontracting, wage rates, and risk analysis.
Develop and implement cost control strategies to maintain projects within agreed financial parameters.
Use specialized knowledge and experience to solve complex, unique cost control issues and develop best practices for managing expenditures.
Prioritize tasks, allocate resources, and direct efforts to ensure timely and effective completion of project cost control activities.
Collaborate with internal teams to ensure cost control processes are adhered to and aligned with overall project goals.
Provide leadership and guidance to less experienced team members, ensuring adherence to established cost control policies and procedures.
Ensure compliance with all relevant internal policies, procedures, and business strategies while maintaining accurate and timely financial reporting.
Develop and present reports for senior leadership to highlight financial status and risk factors across ongoing projects.

Basic Qualifications
Bachelor’s degree in finance, business, or a related field, or equivalent combination of education and experience.
At least 10 years of experience in cost control, financial analysis, or project management, with a focus on forecasting and budget management.
Strong expertise in analyzing labor productivity, material price increases, subcontracting, wage rates, and performing risk analysis.
Proven ability to interpret complex financial data, provide actionable recommendations, and solve cost control challenges.
Preferred Qualifications
Certification in Project Management (e.g., PMP, CAPM) or Cost Engineering (e.g., AACE certification).
Experience with cost control systems and financial management tools, especially in government contracting or large-scale program environments.
