Key Responsibilities:
- Provides expert advice to the Program Director, Program Managers and Contracting Staff regarding acquisition strategies, contracting, budgeting, and execution.
- Supports the Contract Officer Technical Representatives (COTRs) and Developers by coordinating with other acquisition domain SMEs and program stakeholders to develop, modify, and maintain contract documentation (award fee, period of performance extensions, and admin modifications etc.).
- Provides contracting assistance to technical personnel involved in development of statements of work or data deliverable requirements for a variety of pre-award and/or post-award procurement actions (e.g., SOW, PWS, CDRLs, Incentive Plans, etc.).
- Assists the Government with contract negotiations, price reasonableness determinations, administration, and termination procedures.
- Provides acquisition support to the Government for various IC and DoD programmatic processes.
- Develops documents and briefings to communicate work status, recommendations, and approaches.
- Drafts technical evaluations and functions as an advisor to the Government in source selections.
- Provides technical and programmatic assessments of contractor designs and milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements.
- Assists the Government in monitoring & evaluating contractor performance for compliance with contract terms/conditions & ensures timely submission of contract deliverables.
- Reviews Contract Data Requirements List (CDRL) deliverables to ensure content, accuracy, and sufficiency to meet program requirements and objectives.
- Participates in program reviews and technical interchange meetings.

Qualifications:
Required:

- Bachelor’s degree in Business, Physics, Engineering, Math, or related discipline with over 18 years of experience
- TS/SCI with polygraph
- Excellent interpersonal, leadership, programmatic, and problem-solving skills
- Strong briefing and writing skills
Desired:
- Master’s degree with over 12 years or more of experience
- Demonstrated ability to be effective in a fast-paced, dynamic, and energetic environment
- Extensive past experience with DoD and Intelligence Community acquisition, budget planning, and contracting.
