F/A-18 Program Analyst

KBR is seeking a Program Analyst to join our team supporting PMA 265 NAVAIR Headquarters in Patuxent River, MD. In this role, you will provide program management (PM) services for the Program Management Activity (PMA) 265 Australia IPT in support of the F/A-18 air vehicle, subsystems, armament, engine, airborne weapons, technical publications, spares, support equipment (SE), transportation and training/trainer efforts.
RESPONSIBILITIES:
- Supports the generation, modification, and review of acquisition and contractual documents (e.g., Procurement Initiation Documents (PID)s, Statement of Work (SOW), Contract Data Requirements List (CDRL)s, Delivery Schedules) to ensure alignment with the program requirements and conformance to DoD contract and acquisition regulations
- Coordinates, supports, and attends program management reviews, technical coordination meetings, conferences, briefings and other significant program activities and events occurring in CONUS or OCONUS, as required, to perform analysis in support of the PMA265 Australia IPT
- Develop and document requirements and plan acquisition/procurement of systems and products, to include acquisition strategies, plans, cost estimates, schedules, specifications, deliverables, and other statutory and regulatory program/acquisition documentation.
- Identify and analyzes issues, record action items, recommend preferred courses of action to resolve action items, prepare draft minutes of the meetings, and archive program documentation.
- Supports technology transfer activities by developing required documentation, applying appropriate DoD markings, and routing packages for foreign disclosure release reviews.
BASIC QUALIFICATIONS:
Citizenship & Clearance: Must be a US Citizen. Must be able to obtain and maintain DoD Secret Clearance. The applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
Education & Years of Experience:
- High School Diploma or GED and 3 years of experience in a program management, technical, or business analysis discipline with at least 2 years supporting a major weapon system and/or components development effort.
Technical Skills/Knowledge: Specific knowledge of FMS and Defense Security Assistance Programs, familiarity with SECNAV, OPNAV and OSD forms related to Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List is required.
PREFERRED QUALIFICATIONS:
- NAVAIR security/ technical transfer and foreign disclosure policies are desired.
- F/A-18 Super Hornet or Growler platform experience desired.
- Knowledge of DoD Planning, Programming, Budget, and Execution (PPB&E)/Program Objective Memorandum (POM) process is desired.
- Applicant must be a flexible self-starter and have the ability to work autonomously.
- Experience with the Microsoft Office productivity suite, specifically Power Point, Excel and Word is desired.
Scheduled Weekly Hours: 40 hours/week
Compensation: $81,840-122,760. The offered rate will be based on the selected candidate’s knowledge, skills, abilities, and/or experience and in consideration of internal parity.
Additional Compensation: KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels per internal policy or contractual designation. Additional compensation may be in the form of a sign-on bonus, relocation benefits, short-term incentives, long-term incentives, or discretionary payments for exceptional performance.
