Program Analyst
Program Management Specialist -
Manage the development, planning, implementation, support, and budgeting of all F/A-18 aircraft related requirements for Avionics products to include Distributed Targeting Systems (DTS), Distributed Targeting Processor-Networked (DTP-N) and Advanced Networking Infrastructure (ANI).
Roles and Responsibilities:
- Oversees all phases of the acquisition process to ensure that cost, schedule and performance objectives are achieved. Ensures rigorous oversight and coordination throughout the lifecycle to meet project goals and deliverables.
- Collects, organizes and interprets technical data and financial information related to aircraft systems acquisition and product programs, providing insights to support strategic decision-making and program optimization.
Functional Job Description:
- Coordinates with other field activities and other services for planning and execution of multiple budget lines and management of product portfolio.
- Oversees execution of drills and tasks from external organizations, effectively coordinating responses through IPT to ensure timely and accurate resolution.
- Collaborates with Level III Integrated Product Team (IPT) and functional leads to develop acquisition documentation such as Acquisition Strategies, Streamline Acquisition Plans, Justification and Approvals, Procurement Planning Agreements, Statements of Work, Procurement Initiation Documents, Bona Fide Need Legal Memos, Market Research, and Contract Data Requirements Lists (CDRLs).
- Maintains standardized usage of the Acquisition Management System Procurement Management Tool (PMT) to support Level III IPT Lead in managing procurement package development.
- Works with Budget Financial Managers and IPT Lead to draft Spend Plans, analyze and monitor funding execution, maintain program budgets and prepare Spend Plan Identification (SPID) documents in the Common Spend Plan Tool.
- Monitors and manages receipt of all CDRLs from contractors, ensuring timely and accurate processing. Oversees the approval and disposition process, facilitating necessary approvals and addressing any issues or discrepancies to ensure compliance and alignment with contract requirements.
Required Experience:
- BA/BS degree plus 5 years of related experience. In lieu of formal education, 8 years of related experience will be accepted.
Basic Qualifications:
- Must have Microsoft office experience (OUTLOOK, WORD, EXCEL), and computer skills/aptitude to use and understand this position’s required unique computer applications.
- Must have excellent verbal/written communication skills.
- Must possess an active secret clearance
May require a master’s degree and/or Ph.D.; at least 5 years of experience in the field or in a related area. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals and independently performs a wide variety of complicated tasks. May provide consultation on complex projects and is considered to be the top level contributor/specialist. May lead and direct the work of others. May report to an executive or director.
