Job Summary
As a Contracts Manager, you will oversee all contract administration tasks associated with Business Development and new business pursuits. You will participate in proposal preparation and contract negotiations of Government services as either a prime offeror or subcontractor. Additionally, you will serve as the primary point of contact for customers. This position is REMOTE, with a preference for candidates in Houston, TX; Fulton, MD; Lexington Park, MD; or Huntsville, AL areas.
Roles and Responsibilities
- Act as KBR’s Contracts Representative regarding contractual requirements.
- Review performance and proposal requirements to ensure contracts are in accordance with legal requirements, customer specifications and government regulations.
- Lead contract negotiation and administration for all assigned Government or Commercial Proprietary Information Agreements, Teaming Agreements, Letters of Intent, Memorandum of Understandings, Memorandum of Agreements.
- Structure contractual terms to reflect business strategy.
- Lead negotiation of complex Government Prime and/or Customer Proposals.
- Evaluate and develop alternative solutions to contractual issues.
- Perform contractual risk analysis and risk mitigation.
- Apply advanced knowledge of theories, principles and concepts in the performance of assigned complex Government and/or Commercial proposals.
- Interface with internal functions to evaluate contract compliance.
- Guide others to solve complex problems; use sophisticated analytical thought to exercise judgement and identify innovative solutions.
- Identify / mitigate Organizational Conflicts of Interest (OCI) and draft OCI Plans.
- Work independently; with guidance in only the most complex situations.
- Work with Government customers, sponsors, external auditors and KBR senior management tactfully, professionally and efficiently.
- Maintain current knowledge of and provide guidance on regulations pertinent to Government contracting such as CAS, FAR, DFAR and other relevant regulations.
- Balance multiple priorities and ensure alignment with business goals.
- Perform other duties as assigned.
Basic Qualifications (Required Education, Experience, Skills, and Certifications)
- Must be able to pass a U.S. Government background investigation. Due to this, you must be a U.S. Citizen.
- Must have a Bachelor’s Degree and at least 10 years of experience related to Federal Government contract management and administration.
- Requires experience working with DFARS, Agency regulations, ITAR, and other relevant laws.
- Must have advanced negotiation skills/techniques and experience.
- Strong customer service skills with the ability to effectively communicate with personnel at all levels is required.
- Must have strong analytical skills and business acumen to make sound decisions and recommendations.
- Strong commitment to integrity and compliance is required.
- Must have excellent written and verbal communication skills as well as strong interpersonal skills.
- Must have experience with rate structures and pricing strategies.
- Experience with IDIQ, T&M, Fixed Price and Cost Type Contracts is required.
- Must be proficient in Microsoft applications (Outlook, Word, Excel, PowerPoint, Teams).
