PROGRAM SUMMARY:
The MISS program is a comprehensive initiative aimed at supporting the US Department of State’s operations in Iraq. In addition to providing ongoing base operations and Life Support Services, KBR will provide differentiated advisory and consultancy capabilities to the Iraqi Government with a focus on creating an effective program environment to support delivery of strategic economic planning, strategy development, feasibility studies, technical reviews and large-scale project management. Under this contract KBR will provide facility maintenance, procurement, critical supply functions, along with foodservice, base camp operations, renovations, construction, and medical services.
POSITION SUMMARY:
This role is responsible for overseeing the overall planning, coordination, and execution of all Facilities projects across Iraq. The duties and responsibilities listed below represent the nature and scope of the position, though they may not be exhaustive. The individual in this position will have the authority to allocate the contractor's financial resources and will act as the primary point of contact with the U.S. Government (USG) to ensure the task order’s requirements are met.
RESPONSIBILITIES:
- Provide leadership and oversight of all PRC operations, ensuring effective project planning, scheduling, and execution to meet mission objectives.
- Collaborate with Facilities and Post Management to offer expert guidance on project planning, monitor progress, and provide updates on milestones, completion, and quality standards.
- Maintain a safe work environment, prioritize safety in all workplace activities and ensure compliance with safety standards.
- Ensure compliance with Environmental, Safety, and Quality Assurance regulations, providing necessary documentation to meet legal and organizational requirements.
- Supervise the work of tradesmen to confirm adherence to specifications, industry codes, and established standards.
- Educate supervisors and staff on company policies, procedures, and best practices.
- Review work orders and requests to ensure timely completion, inspecting projects to verify compliance with the Statement of Work (SOW).
- Resolve performance and personnel issues through effective communication and problem-solving.
- Conduct daily team meetings with trades to review project status, address client concerns, and optimize workflow.
- Assess employee performance and provide constructive feedback.
- Manage, monitor, and track services to ensure efficiency and quality.
- Act as the contractor’s representative to ensure all task order requirements are met.
- Allocate and manage staff resources based on evolving project needs.
- Identify and address problem areas to ensure mission objectives are achieved.
- Plan and oversee the execution of projects, ensuring proper allocation of resources.
- Monitor staff proficiency, qualifications, and task performance, ensuring that assets are utilized effectively, and that information is properly communicated between staff and USG representatives.
- Address and resolve any issues that arise during project execution
BASIC QUALIFICATIONS:
- A minimum of 15 years of support services and/or facilities management experience, with at least 5 years of managing large facilities or operations.
- A bachelor’s degree in engineering, Construction, Facilities Management, Contracts, or a related field.
- Certified Professional Maintenance Manager (CPMM).
- US Citizen
- US Passport with minimum one plus year validity remaining.
- Must have valid driver’s license and clean driving record.
- Must be able to pass a pre-employment background check and drug screen.
- Must currently possess a U.S. Government (USG) issued Secret security clearance or be able obtain a favorable USG Secret clearance prior to being hired is required for the position. Must maintain eligibility at the required clearance level for the duration of the task order.
- Must currently possess or be able to obtain a favorable USG Moderate Risk Public Trust (MRPT) certification prior to being hired is required for the position.
- Must maintain eligibility at the required clearance or certification level for the duration of the task order.
PREFERRED QUALIFICATIONS:
- Relevant overseas contract experience.
- Proficiency in Microsoft Word, Excel, PowerPoint, Outlook, Project, and Visio.
- Previous experience working in challenging environmental conditions.
- Cross-cultural sensitivity and international awareness.
- Relevant overseas facilities management experience.
- Experience working in international, harsh environmental conditions.
- Previous experience working with contractors in similar settings.
- Strong understanding of principles and processes for supporting contract responsibilities at overseas facilities.
- The ability to manage multiple tasks in a fast-paced environment while adapting to changing priorities and schedules.
- Excellent organizational and time management skills.
- Advanced communication skills for effective information sharing and coordination.
- Proficient in Microsoft Word and Excel.
- Ability to work collaboratively within a team and contribute to team success.
- Innovative thinking and the ability to drive positive changes.
