Forecasts, controls, and reports project costs needed within an organization. Develops and provides project variances, trending and analysis of expenditures, and completion reports. Reviews project costs incurred by category, calculates future costs based on labor productivity, material price increases, subcontract, wage rates and risk analysis. Under general supervision, and occasional direct supervision, performs assignments requiring experience and knowledge of standard concepts within project controls. Displays core competencies by analyzing possible solutions using standard procedures while developing advanced skills. Skills required for this job are typically acquired through the completion of an undergraduate degree and 2+ years of experience, or equivalent work experience in lieu of degree.

Applicant will be primarily responsible for financial execution, program control and general government compliance monitoring task orders with financial reporting requirements on CPFF, CPAF, T&M and/or Fixed Price contracts. Responsibilities include but not limited to:
Displays core competencies by analyzing possible solutions using standard procedures while developing advanced skills.
Works with our financial systems and processes.
Supports the program management team with budgeting and cost management efforts.
Analyzes and validates project costs; analyzes project performance status and identifies financial risks.
Assists in assembling data for trending and forecasting.
Assists in developing project and program cash flow management.
Interface with Project Management, Procurement, Accounting, and HR departments.
Participate in project cost review meetings.
Ability to identify cost/schedule variance, analyze estimate at complete, and analyze program schedules.
Ability to reconcile contract to baseline by element of cost.
Ability to status schedule/milestones, facilitate estimates to complete, and process scope changes.
Ability to analyze headcount needs, level resources, and identify expenditure trends.
Familiar with procurement tracking including purchase order and subcontract commitments and expenditures
Ability to build Work Breakdown Structure.
Skills/Experience:
Skills required for this job are typically acquired through the completion of an undergraduate degree and 2+ years of experience, or equivalent work experience in lieu of degree.
Knowledge of basic program management concepts (budgets, estimate to complete, project schedules, etc.).
Excellent written, verbal and interpersonal communication skills.
Proficiency in Microsoft Office Suite. Advanced Excel skills.
Experience with Earned Value Management System (EVMS) reporting preferred.
Prior experience using Costpoint, COBRA, COGNOS systems preferred
Must be flexible as environment has an extremely accelerated schedule.
Must be able to prioritize workload.
Basic Compensation:
$92,070-138,160
The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.
